Cebu / Visaya Electric

Cebu / Visayan Electric — new planned interruption schedule posted for August 9–15. The official Visayan Electric schedule has just been updated. On Sunday, August 9, portions of Banilad, Cabancalan, Canduman, Casuntingan, Maguikay and Bakilid in Mandaue City are scheduled for interruptions from 8:00 AM–3:00 PM and, for overlapping areas, 8:00 AM–5:00 PM for 69-kV work, line maintenance and installation of a recloser. Additional scheduled interruptions from August 10–15 affect portions of Cebu City, Mandaue, Talisay, San Fernando, Consolacion, Liloan, Minglanilla and Naga City. The utility page was updated again today, so some entries are newly added.

Visaya Grid Supply Alert

Visayas grid supply alert — situation changed today. NGCP initially placed the Visayas Grid under a Red Alert for 5:00–7:00 PM on August 7 because several coal-fired generating units were unavailable. NGCP later lifted the Red Alert after forecast demand decreased and available imports/supply improved. This means the anticipated severe shortage eased; it is not confirmation of a nationwide Visayas brownout, but the grid remains worth watching because supply margins have been repeatedly tight this week.

Philippines Power & Solar Alert — August 7, 2026

* DOE permit rules — important confirmed clarification. Final policy: DOE Department Circular DC2026-08-0017 now separates the requirements for zero-export systems and micro-solar systems. For grid-connected zero-export SGF/ZESS, the owner must notify the distribution utility after installation, not obtain a DU pre-installation clearance. However, a building permit is still required for connected and isolated SGF/ZESS. An ERC Certificate of Compliance (COC) is generally required, but households, clinics, hospitals, and other medical facilities are exempt from the COC requirement. For qualifying micro-solar/plug-and-play systems, no building permit and no ERC COC are required; DU notification still applies when connected. DUs are also barred from imposing extra pre-installation technical permits, clearance requirements, or inspection fees, and a 12-month meter transition period applies to micro-solar users with analog meters.

Cavite area

Electricity costs continue to support solar sales. Meralco's July rate remains at ₱14.8261/kWh after a ₱0.3428/kWh increase driven by higher fuel costs and the Malampaya maintenance shutdown. This continues to strengthen the value proposition for residential and commercial solar installations.
